Telecommunications
(Wiring Work) Regulations 2024

In exercise of the powers conferred by section 97 of the Telecommunications Act 1999, the Info‑communications Media Development Authority, with the approval of the Minister for Communications and Information, makes the following Regulations:

Citation and commencement

1.  These Regulations are the Telecommunications (Wiring Work) Regulations 2024 and come into operation on 1 July 2024.

Definitions

2.  In these Regulations —

“Code of Practice for Telecommunication Wiring Work” means the code of practice issued by the Authority under section 30 of the Act setting out the technical standards and specifications for the performance or carrying out of wiring work;

“licence” means a telecommunication wiring installer class licence or a telecommunication wiring contractor class licence;

“licensed contractor” means a person who holds a telecommunication wiring contractor class licence;

“licensed installer” means an individual who holds a telecommunication wiring installer class licence;

“telecommunication wiring contractor class licence” means a class licence mentioned in regulation 5 and granted by the Authority under section 5 of the Act;

“telecommunication wiring installer class licence” means a class licence mentioned in regulation 4 and granted by the Authority under section 5 of the Act;

“user” means a person who has subscribed to or intends to subscribe to any telecommunication service provided by a telecommunication system licensee;

“wiring work” means the installation, modification, maintenance or repair of any wiring —

(a) that is or is intended to be used for connection to any telecommunication system of a telecommunication system licensee; and

(b) that is not carried out by or on behalf of the telecommunication system licensee.

Application to be licensed installer and licensed contractor

3.—(1)  An individual who satisfies any of the following requirements may apply to be a licensed installer by submitting to the Authority the items specified in paragraph (3):

(a) the individual has, in relation to a type of wiring specified in the first column of the First Schedule, any of the corresponding qualifications specified in the second column of that Schedule for carrying out wiring work;

(b) the individual has carried out any specified work on behalf of a telecommunication system licensee for the minimum specified period (whether or not the individual is employed by the telecommunication system licensee at the time of application).

(2)  A person —

(a) who is or has employed a licensed installer; and

(b) who, for profit or reward, intends to carry on or carries on the business of providing wiring work,

may apply to be a licensed contractor by submitting to the Authority the items specified in paragraph (3).

(3)  The items mentioned in paragraphs (1) and (2) are as follows:

(a) in the case of an application to be a licensed installer, information on the type of wiring in relation to which the individual is qualified to carry out wiring work;

(b) in the case of an application to be a licensed contractor, information on the type of wiring in relation to which the person provides or intends to provide wiring work;

(c) payment to the Authority of the appropriate fee specified in the Second Schedule;

(d) any written information that the Authority may require for the purpose of the application.

(4)  An individual mentioned in paragraph (1) who has submitted the items specified in paragraph (3) to the Authority may be registered by the Authority as a licensed installer and is deemed, on the date of the registration, to be granted a telecommunication wiring installer class licence.

(5)  A person mentioned in paragraph (2) who has submitted the items specified in paragraph (3) to the Authority may be registered by the Authority as a licensed contractor and is deemed, on the date of the registration, to be granted a telecommunication wiring contractor class licence.

(6)  In this regulation —

“minimum specified period” means a cumulative period of at least one year, whether the period (or any part of the period) is before, on or after 1 July 2024;

“specified work” means the installation, modification, maintenance or repair of wiring that is —

(a) used or intended to be used for connection to any telecommunication system of a telecommunication system licensee; and

(b) of a type specified in the first column of the First Schedule.

Telecommunication wiring installer class licence

4.—(1)  A licensed installer is authorised to personally carry out wiring work, in relation to the type of wiring specified in the application made by the licensed installer to the Authority under regulation 3(1), with effect from the date of the grant of the licensed installer’s telecommunication wiring installer class licence.

(2)  A licensed installer must comply with the conditions specified in the Third Schedule.

Telecommunication wiring contractor class licence

5.—(1)  A licensed contractor is authorised to carry on the business of providing wiring work, in relation to the type of wiring specified in the application made by the licensed contractor to the Authority under regulation 3(2), with effect from the date of the grant of the licensed contractor’s telecommunication wiring contractor class licence.

(2)  A licensed contractor must comply with the conditions specified in the Fourth Schedule.

False or misleading information

6.  A person who provides false, misleading or inaccurate information to the Authority under regulation 3(1) or (2) shall be guilty of an offence.

Cessation of licence

7.  A licence ceases to be valid in respect of a licensed installer or licensed contractor —

(a) on the date the licensed installer or licensed contractor gives written notice to the Authority, in any form that the Authority may require, that the licensed installer or licensed contractor has permanently ceased carrying out wiring work or carrying on the business of providing wiring work, as the case may be;

(b) in relation to a licensed contractor, on the date the registration of the licensed contractor’s business name (if any), under which the licensed contractor carries on the business of providing wiring work, under the Business Names Registration Act 2014 ceases or is cancelled; or

(c) in relation to a licensed contractor that is a company incorporated under the Companies Act 1967 or a limited liability partnership registered under the Limited Liability Partnerships Act 2005, on the date the licensed contractor goes into compulsory or voluntary liquidation other than for the purpose of amalgamation or reconstruction.

Request for inspection

8.  A user may request the Authority to inspect the wiring work carried out by a licensed installer or licensed contractor on the user’s premises to ensure that the wiring work has been carried out in accordance with the Code of Practice for Telecommunication Wiring Work.

Refund or remission of fees

9.  The Authority may refund or remit the whole or part of any fee paid or payable under these Regulations.

Revocation and saving

10.—(1)  Revoke the Telecommunications (Internal Wiring) Regulations 2005 (G.N. No. S 479/2005).

(2)  Despite regulation 3(4) —

(a) if the Authority is satisfied that an individual has adequate practical experience in carrying out wiring work in relation to optical fibre cable (including practical experience before 1 July 2024), the Authority may on or after that date register the individual as a licensed installer to carry out wiring work in relation to that type of wiring; and

(b) an individual registered by the Authority under sub‑paragraph (a) is deemed to have been granted, on the date of the registration, a telecommunication wiring installer class licence under regulation 3(4).

	(d) The Fiber Optics Installer course conducted by FiberOpto Asia Pte. Ltd.;
	(e) The Skill Evaluation Certificate (Knowledge) – Fibre Optics Installation conducted by James Contractor Pte. Ltd.;
	(f) The Fibre Optic Installation and Maintenance course conducted by the Singtel Training Academy; or
	(g) The Certificate of Competency for Fibre Optics Cabling Installer conducted by Republic Polytechnic.

THIRD SCHEDULE

Regulation 4(2)

Conditions of telecommunication wiring installer class licence

1.  A licensed installer must comply with the provisions of the Act, these Regulations and the Code of Practice for Telecommunication Wiring Work.

2.  A licensed installer must not carry out any wiring work in relation to a type of wiring that the licensed installer is not authorised under regulation 4(1) to carry out.

3.  A licensed installer must notify the Authority of any change in the information provided to the Authority under regulation 3(1) within 14 days after the change.

4.  A licensed installer must maintain a record of all wiring work that the licensed installer carries out on or after 1 July 2024 (unless the wiring work was carried out for a licensed contractor), for a period of at least 12 months after the date of completion of the wiring work, and the record must specify at least the following:

(a) the type of wiring in relation to which the wiring work was carried out;

(b) the address of the premises where the wiring work was carried out.

FOURTH SCHEDULE

Regulation 5(2)

Conditions of telecommunication wiring contractor class licence

1.  A licensed contractor must comply with the provisions of the Act, these Regulations and the Code of Practice for Telecommunication Wiring Work.

2.  A licensed contractor must be or must employ a licensed installer who is authorised under regulation 4(1) to carry out wiring work in relation to the type of wiring that the licensed contractor is authorised under regulation 5(1) to provide.

3.  A licensed contractor must, in carrying on the business of providing wiring work, ensure that —

(a) only a licensed installer (whose licence is not suspended) carries out the wiring work; and

(b) the licensed installer only carries out wiring work in relation to the type of wiring that the licensed installer is authorised under regulation 4(1) to carry out.

4.  A licensed contractor must notify the Authority of any change in the information provided to the Authority under regulation 3(2) within 14 days after the change.

5.  A licensed contractor must maintain a record of all wiring work that the licensed contractor carries out or causes to be carried out on or after 1 July 2024, for a period of at least 12 months after the date of completion of the wiring work, and the record must specify at least the following:

(a) the particulars of the licensed installer who carried out the wiring work, including the licensed installer’s name and licence number;

(b) the type of wiring in relation to which the wiring work was carried out;

(c) the address of the premises where the wiring work was carried out.
