3A.—(1) Where a charge or fee payable by a tenant, an owner or a licensee to the Town Council is in arrears for a period of 2 consecutive months or more, the tenant, owner or licensee is liable to pay to the Town Council the following administrative fees:| (a) | a sum not exceeding $10 for every reminder notice issued by the Town Council in respect of the arrears; | | (b) | a sum not exceeding $25 for every letter of demand issued by or on behalf of the Town Council in respect of the arrears. |
| (2) The aggregate of the administrative fees that is payable under paragraph (1) in respect of any particular charge or fee that is in arrears is limited to a maximum sum of $60. |
(3) Where —| (a) | a charge payable by a tenant or an owner is in arrears; and | | (b) | a summons is issued against the tenant or owner in respect of an offence under section 53(7) of the Act in relation to the arrears, |
| the tenant or owner is liable to pay to the Town Council an administrative fee for the costs incurred by the Town Council for any administrative work done by the Town Council in connection with the issue of that summons (excluding any legal fees and court fees in connection with the issue of that summons, and the costs of any administrative work by the Town Council for which an administrative fee has been charged under paragraph (1)), up to a maximum of $60. |
